SISTERHOOD DIPLOMACY SEBAGAI MODEL SISTER CITY: PERAN KOMUNITAS PEREMPUAN DALAM PENGELOLAAN SAMPAH DI BANYUMAS DAN ALAPPUZHA

Abstract

Pengelolaan sampah di kota-kota Global South banyak digerakkan oleh komunitas perempuan. Di Banyumas, Kelompok Swadaya Masyarakat (KSM) mayoritas perempuan berperan dalam pemilahan dan bank sampah. Di Alappuzha, India, Kudumbashree dan Haritha Karma Sena (HKS) menjadi penggerak pengumpulan sampah kering oleh masyarakat. Walaupun penting, peran mereka sering berada dalam posisi rentan, relasi kerja informal, upah rendah, dan perlindungan kerja terbatas. Kondisi ini mencerminkan feminisation of precarity, ketika partisipasi perempuan dianggap sebagai ukuran pemberdayaan, tetapi realitasnya masih penuh kerentanan. Tulisan ini menggunakan kerangka konsep feminist sisterhood diplomacy untuk menekankan pentingnya kerja sama antar kota yang berpusat pada solidaritas kelompok perempuan. Dengan pendekatan deskriptif-komparatif, artikel ini menjelaskan potensi kolaborasi antara KSM Banyumas dan Kudumbashree Alappuzha. Bentuk kerja sama meliputi pertukaran pengetahuan, pelatihan bersama, advokasi kebijakan, dan penguatan jaringan lintas kota. Artikel ini menegaskan bahwa kualitas pengelolaan sampah di level kota bergantung pada pengakuan dan penguatan kerja perempuan sebagai penggerak utama sistem, dan penting dilakukan kerjasama internasional dalam aspek ini.
