Abstract

Human resources (HR), especially educational personnel at Jenderal Soedirman University (Unsoed), are assets, thus requiring proper management to enhance the institution's performance. This study aims to understand the low level of competency development, factors affecting competency development, competency gaps, and competency development strategies implemented at Unsoed. This research employs a qualitative approach, with informants consisting of Coordinators, Sub-coordinators, and educational staff of Unsoed. Data was collected through observation, open questionnaires, interviews, and FGD, then analyzed with qualitative descriptive analysis, including data reduction, data presentation, and conclusion drawing. The results show: 1) The causes of low competency among the educational staff include a lack of staff's desire to improve competency, inadequate encouragement from leaders, and limited budget; 2) Factors leading to low competency are: Internal factors encompass a lack of understanding of Unsoed's vision and mission, budget limitations, unsuitable development facilities, employee attitudes that are complacent and overtime-seeking, fear of additional responsibilities, lack of discipline and motivation, individual capability differences, and pressing deadlines. External factors include non-binding rules for contract workers, inappropriate overtime policies, suboptimal competency development policy implementation, organizational culture burdened by training, and non-optimal remuneration implementation; 3) A competency gap analysis has not been conducted at Unsoed, which is crucial in determining the developmental needs of the educational staff's competency; 4) Competency development strategies through education and training have been well executed, yet enhancement through educational levels, Mentoring, and Coaching has not been carried out.
