Abstract

Ekonomi biru menjadi kerangka penting dalam mendorong pembangunan berkelanjutan di wilayah pesisir dan laut, termasuk di Kabupaten Cilacap yang memiliki potensi perikanan tangkap dan budidaya cukup besar. Penelitian ini bertujuan menganalisis peran pemerintah daerah dalam tata kelola perikanan berkelanjutan, dengan menekankan keterkaitan antara kewenangan daerah, tantangan regulasi, serta strategi pemberdayaan nelayan. Metode penelitian menggunakan pendekatan kualitatif dengan kombinasi studi literatur dan penelitian lapangan melalui wawancara, observasi, serta analisis dokumen kebijakan daerah. Hasil penelitian menunjukkan bahwa peran pemerintah daerah masih terbatas akibat sebagian kewenangan pengelolaan sumber daya kelautan berada pada pemerintah pusat dan provinsi. Namun demikian, pemerintah daerah tetap memegang peran krusial dalam penyusunan regulasi lokal, pemberdayaan nelayan, serta koordinasi multipihak dengan dinas terkait, kelompok nelayan, dan organisasi masyarakat. Data kuantitatif menunjukkan adanya fluktuasi produksi perikanan tangkap dan budidaya dalam kurun 2020–2024, yang turut dipengaruhi faktor lingkungan, sedimentasi, dan dinamika pasar. Temuan ini menegaskan pentingnya strategi harmonisasi kebijakan pusat-daerah serta penguatan kapasitas lokal untuk mendukung tercapainya tujuan pembangunan berkelanjutan (SDGs).
